There was a motion to accept the minutes of the November 19th, 2009 meeting.  The motion was seconded and accepted with a vote of 5-0-0.

Mr. Nick Alfieri’s Agent’s Report has been appended to the minutes.  


Public Hearing – Notice of Intent – 30 Stonehedge Rd/The Woodlands – Scituate Federal Savings Bank – CE159-990
Mr. Richard Goodreau, Engineer of United Consultants, and Mr. Ed McLaughlin, a representative of the Scituate Federal Savings Bank, both appeared before the Commission for the construction of a single-family house in The Woodlands.  Mr. Goodreau stated that the site is known as Lot 12 in the Woodlands subdivision.

Mr. Goodreau stated that there has been a friendly Enforcement Order issued for this site by the Conservation Agent for some swale work for Lot 4, 5 and 6.  Lot 12 was inspected by Mr. Alfieri and he observed that the lot was cleared and stripped of the topsoil and requested that erosion control be installed on this site.  Mr. Goodreau stated that the erosion control has been installed.

Mr. Goodreau informed the Commission that there is a proposed single-family house to be constructed in the footprint of the previously disturbed area.  The Orders of Conditions has expired and the work had begun.  

Mr. Goodreau stated that the wetland line which was established approximately 6 years ago has expired and Mr. Alfieri requested that the wetland line be redelineated.

Mr. Alfieri informed Mr. Goodreau of 3 items which need to be addressed in this Notice of Intent filing.  He also stated that he will review this application under the Local Bylaw as well and will have some additional comments.

Mr. Alfieri also requested a dewatering plan be added to the Orders of Conditions.

A Commission member expressed the opinion that he would like to have the project description more self explanatory with a complete narrative of the project in itself.  He requested that in future filings, Mr. Goodreau submit a more complete narrative with the Notice of Intent package.  

This Commission member also informed Mr. Goodreau that the flags at the southern line of the site need to be checked and verified as to the appropriate location and if they are not found to be in the proper location, then a redelineation is required.

Mr. Alfieri informed the Commission that there are currently no flags present on the site to establish the wetland line at this time.

The Commission Chairman informed Mr. Goodreau that he would like him to have the edge of the wetland line redelineated.

A Commission member questioned the applicant if he is filing a Notice of Intent in Bellingham as they are working in the buffer zone in that town.  Mr. Goodreau informed the Commission that he has notified the abutters in Bellingham but is not required to file a Notice of Intent.

Mr. Goodreau stated that the area that has been cleared is encapsulated with an erosion control sock.

The Commission will conduct a site walk on Saturday, January 23rd, at 10:00 a.m.

There was a motion to continue the public hearing for 30 Stonehedge Road so that the Commission may conduct a site walk.  The motion was seconded and accepted with a
vote of 5-0-0.

There was a motion to adjourn.  The motion was seconded and accepted with a vote of 5-0-0.  The meeting adjourned at 8:10 p.m.
